Ukraine says it hit two major Russian oil facilities in overnight strikes

Ukraine said it struck major Russian fuel infrastructure overnight into Friday, reporting hits on an oil refinery in Perm, a nearby oil pumping station and another oil facility in the city of Yaroslavl.

The attacks, if confirmed, would mark another escalation in Kyiv’s long-range drone campaign against Russian energy infrastructure. Bloomberg reported that Ukraine said it had hit “two major fuel-producing facilities and an oil pumping station”.

Ukraine’s Security Service, the SBU, said its “Alpha” Special Operations Center targeted the Lukoil-Permnefteorgsintez refinery in Perm and the Perm linear production dispatch station, both more than 1,500 kilometers from the Ukrainian border. The SBU said a fire broke out at one of the refinery’s crude oil processing units and that an oil reservoir at the pumping station was hit. The Kyiv Independent said it could not independently verify the claims, and Russian authorities did not immediately comment on that specific reported attack.

The Perm refinery has become a repeated target. Ukrainian sources said Friday’s strike was the third attack on the facility in two weeks. A day earlier, Ukraine’s General Staff said Ukrainian forces had hit the same Lukoil-Permnefteorgsintez refinery, describing it as one of Russia’s largest oil refining enterprises, with a design capacity of about 13 million tonnes of oil per year.

The second reported target was in Yaroslavl, northeast of Moscow. Ukrainian President Volodymyr Zelenskyy said Ukrainian drones struck the Slavneft-YANOS Novo-Yaroslavl oil refinery, according to Euromaidan Press. The regional governor confirmed a drone attack in the area but did not specify the scale of the damage, while Russian authorities reported no casualties.

Slavneft-YANOS is one of Russia’s major fuel producers. The company says its oil processing volume is about 15 million tonnes of crude oil annually and that it produces motor gasoline, diesel, jet fuel, oils, bitumen, paraffin products, LPG and fuel oil.
